6. Measures for the Administration of Customs Administrative Licensing of the People's Republic of China
(i) Continuous planting;
(ii) No pollution sources that affect fruit production in the surrounding area;
(iii) There are full-time or part-time plant protection personnel responsible for monitoring and controlling pests in the orchard;
(iv) A sound quality management system has been established. The quality management system documents include relevant information such as organizational structure, personnel training, pest monitoring and control, management of the use of agricultural chemicals, and good agricultural practices;
(v) No major plant epidemics have occurred in the past two years;
(vi) If there are special provisions for registration in bilateral agreements, protocols or laws and regulations of the importing country or region, they must also comply with their provisions.
Initial application: A packaging factory applying for registration shall submit the following materials:
(i) "Application Form for Registration of Outbound Fruit Packaging Factory" (see the figure below: download from the official website of the General Administration of Customs);
(ii) Floor plan of the packaging factory, the process flow of the packaging factory and a brief description;
(iii) A list of orchards that provide fruit sources and a copy of the fruit production and purchase contract signed between the packaging factory and the orchard.
Log in to the "China International Trade Single Window" platform → All applications → Standard version applications → Administrative approval → Registration of production, processing and storage units of specific outbound animals and plants, their products and other quarantined objects → 26004 establishment application → "Registration of outbound fruit packaging factories" establishment application.
Time limit : The customs shall make a decision to approve or reject the registration within 20 working days from the date of accepting the application.
Supervision : The customs shall supervise and manage the outbound fruit packaging factories, including:
(a) the environment and sanitary conditions of the packaging factory area, the use of production facilities and packaging materials, and the management personnel;
(b) the storage conditions of chemicals, and the purchase, receipt and use records;
(c) relevant records of the source, processing, self-inspection, storage, and export of fruits;
(d) detection and control records of toxic and harmful substances in fruits;
(e) the use of cold storage facilities and the epidemic prevention and sanitation conditions, and the temperature and humidity control records;
(f) the implementation of relevant provisions of bilateral agreements, protocols or laws and regulations of the importing country or region.
(1) The factory area is clean and hygienic, and has a raw material field and finished product warehouse that meet the requirements for fruit storage;
(2) The functional areas such as fruit storage, processing, handling, and storage are relatively independent and reasonably laid out, and isolation measures are taken from the living area and there is an appropriate distance;
(3) It has cleaning, processing, insect and disease prevention and pest control facilities that meet quarantine requirements;
(4) The water source and agricultural chemicals used in fruit processing must comply with relevant food hygiene requirements and the requirements of the importing country or region;
(5) It has a complete hygiene quality management system, including the management of fruit supply, processing, packaging, storage and transportation; and has detailed records of fruit traceability information, epidemic prevention and control measures, and detection of harmful organisms and toxic and harmful substances;
(6) It is equipped with full-time or part-time plant protection personnel, who are responsible for the implementation of epidemic prevention measures in the acceptance, processing, packaging, storage and other links of raw fruit, the control of toxic and harmful substances, the disposal of abandoned fruit, and self-inspection of finished fruit;
(7) It has an orchard that provides fruit supply that is commensurate with its processing capacity, or has established a fixed supply relationship with the supplying orchard;
(VIII) If bilateral agreements, protocols or the laws and regulations of the importing country or region have special provisions on registration, such provisions must also be complied with.
